I found it a transparent bit of marketing speak, as he had already used the term "core" twice previous in the article and obviously knows exactly what it means. Then he follows it up with the assertion that every book they release from now on will be "totally core". I see it as part of WotC's efforts to eliminate players who only buy core material.
