PROTOCOL FOR THE REINTEGRATION OF U.S. MILITARY FORCES
I. PURPOSE
Operation Resolute is the authorized protocol for the redeployment of United States military forces from the European Theater to American soil. This operation is designed to:
- Support national recovery efforts following the nuclear exchange of November 1997 and the subsequent breakdown of civilian governance.
- Ensure the preservation of the U.S. Armed Forces as a cohesive and operational entity.
- Stabilize the domestic situation by restoring order and securing critical resources.
- Provide a unified chain of command under the direction of the Joint Chiefs of Staff during this period of unprecedented constitutional and political uncertainty.
The success of Operation Resolute depends on the discipline, commitment, and cooperation of all personnel. The United States military remains the backbone of the Republic’s survival, and every service member is expected to conduct him or herself with the highest level of professionalism and honor.
II. EXECUTION
Operation Resolute will be conducted in two primary phases: Troop Withdrawal and Repatriation.
PHASE I: TROOP WITHDRAWAL
Objective: To consolidate and redeploy U.S. forces from Europe to designated points of embarkation for return to the United States.
1. Staging & Embarkation- Units will assemble at Bremerhaven, FRG for withdrawal operations.
- Priority embarkation will be given to combat-ready units, critical support personnel (medical, engineering, logistics), and command elements.
- Units unable to withdraw due to operational constraints will receive alternate redeployment orders.
2. Logistical Considerations
- Coordination with remaining NATO allies and neutral shipping contractors will facilitate transport.
- Airlift capability will be extremely limited and reserved for high-priority personnel and cargo.
- All personnel will be briefed on supply conservation measures during transit.
3. Operational Messaging & Morale
- Units will receive official briefings on the necessity of returning to the United States to preserve the Republic.
- Military leadership will emphasize duty, honor, and service to maintain discipline and morale.
PHASE II: REPATRIATION
Objective: To reintegrate U.S. military personnel into the national recovery framework while ensuring force cohesion and discipline.
Upon arrival at Naval Station Norfolk, all personnel will undergo the following procedures:
1. Debriefing & Screening
- Troops will receive intelligence updates on the current state of the nation.
- Personnel will be informed of the Joint Chiefs’ interim governance structure and the ongoing political situation.
- Medical and psychological screenings will be conducted to assess readiness and provide necessary care.
2. Reaffirmation of Duty
- Service members will participate in a formal recommitment ceremony to uphold their oath to the U.S. Constitution and the Armed Forces.
- Commanders will issue official statements reinforcing military unity and national reconstruction efforts.
III. SERVICE OPTIONS
Recognizing the extraordinary circumstances, personnel will be given the following service options:
1. Continued Military Service (Incentivized)
Service members electing to remain in the Armed Forces will receive:
- Priority Housing in military-managed communities.
- Enhanced Pay & Benefits, including hazard pay, family allowances, and pension incentives.
- Accelerated Promotions based on performance and service needs.
- Opportunities for National Reconstruction Assignments through military-administered public works programs.
2. Honorary Discharge (With Restrictions)
Personnel who choose to separate from military service must accept the following terms:
- Resettlement Stipend to facilitate transition into civilian life in designated areas.
- Mandatory Neutrality Agreement, prohibiting participation in partisan or paramilitary activities.
- Forfeiture of Military Benefits, including pensions, housing, and veteran incentives.
3. Conditional Civilian Service
Former service members may opt for government-backed employment through the Civilian Reconstruction Corps (CRC):
- Roles Include: Infrastructure repair, agriculture, medical services, and law enforcement.
- Compensation: Lower than active military pay but includes limited housing and benefits.
- Term Contracts with the option for reinstatement into active military duty.
IV. LOYALTY & DISCIPLINE PROTOCOLS
To maintain operational integrity and national stability, the following measures will be enforced:
1. Loyalty Reinforcement
- Unified Messaging: All personnel will receive consistent updates reinforcing the military’s role as the sole stabilizing force in the nation.
- Merit-Based Rewards: Service members demonstrating exceptional commitment may receive land grants, leadership appointments, or enhanced pension plans.
- Restricted Information Flow: Access to classified political intelligence will be controlled and disseminated as necessary to maintain cohesion.
2. Desertion Policy
Any unauthorized absence or desertion will be considered a breach of military law and subject to the following penalties:
- Dishonorable Discharge resulting in total forfeiture of all military benefits.
- Legal Prosecution under wartime military statutes.
- Public Disclosure of deserter identities to discourage integration into local communities.
